Congress approved a 5,000-page COVID-19 relief bill that includes $600 stimulus checks for taxpayers, half the amount provided in March by the CARES Act.1 The relief bill also prohibits the doping of racehorses, makes the streaming of online video without authorization punishable by 10 years in prison, and establishes a small-claims copyright board.
