Republican presidential candidate Donald Trump met with Mexican president Enrique Peña Nieto in Mexico City to discuss strengthening U.S.–Mexico relations, and then gave a speech to his supporters in Arizona in which he proposed “ideological certification” for immigrants seeking citizenship.
